As the Waste Management contractor under contract
to Bechtel Jacobs Company LLC (BJC) at the Paducah Gaseous Diffusion
Plant in Paducah KY, WESKEM was responsible for managing all legacy
and newly generated radioactive, RCRA hazardous, TSCA, and sanitary
wastes. WESKEM managed all aspects of the waste program conduct
of operations including waste characterization, packaging, storage,
processing, transportation, treatment, and disposal. WESKEM was
responsible for implementing the requirements of 10 CFR 830 for
the safe and compliant onsite and offsite shipment and storage
of nuclear waste materials, and wastes containing hazardous chemicals.
Responsibilities included the management of 480 cubic feet of
low-level waste and 222,480 cubic feet of mixed waste. WESKEM shipped over 7 million kilograms of waste to offsite
treatment and disposal facilities across the country.
Specific WESKEM waste management activities and projects included:
- Characterization, remediation and disposal of the HC-318
Technetium Tank involving liquids and solids with very high
concentration of technetium.
- Characterization and remediation of the abandoned C-400-04
Gold Dissolver Room requiring the highest levels of safety
hazards analysis and personnel protection.
- Maintenance of all waste management areas and wastes, including
operation and maintenance of approximately 500,000 square feet
of waste storage space currently containing approximately 395,000
ft3 of mixed radioactive hazardous (PCBs), radioactive, hazardous,
sanitary, classified, and investigation derived wastes.
- Characterization and packaging of excess materials and waste
stored in 160 DOE Material Storage Areas (DMSAs). Activities
included planning, supervision and technical support for corrective
actions within 160 DMSAs as well as material inspection, inventory,
sampling, analysis evaluation, and waste containerization.
- Operation of solid waste landfills. WESKEM provided the operation
and maintenance of the active C-746-U Solid Waste Landfill
and the maintenance of the C-746-S and C-746-T closed landfills
in compliance with the federal and state permits.
- Mixed Waste Characterization, Treatment, and Disposal Services. WESKEM provided services for mixed waste sampling, waste characterization,
analytical compilation, reporting, and technical services required
to ensure compliance with the Site Treatment Plan.
- Low-Level Radioactive Waste Treatment and Disposal Services. WESKEM provided shipments of low-level radioactive wastes in
storage at Paducah to NRC-licensed commercial facilities or NTS. The scope of work included waste characterization as needed
to support analytical data compilation and review, waste profiling
and certification, preparing shipment readiness review information, overpacking containers, repackaging containers, staging containers,
loading containers for transportation, and DOT document preparation.
- Waste Water Treatment. WESKEM was responsible for characterization
and processing all waste water contaminated with trace quantities
of radioactivity or organic materials, characterization of
water for Kentucky Pollution Discharge Elimination System (KPDES)
parameters after processing, discharge of water meeting surface
water limits, operation of the treatment units including media
change-out, and management of the secondary wastes.
- TSCA Federal Facility Compliance Act (FFCA) Implementation. WESKEM
was responsible for completing all activities necessary
to demonstrate compliance with the EPA and DOE Headquarters TSCA FFCA for PCB waste streams issued at the PGDP.
